Considerando que, na sequência da Resolução do Conselho do Governo n.º 48/2020, de 3 de março, entre a Região Autónoma dos Açores e a Portos dos Açores, S.A., foi celebrado, em 16 de março de 2020, um contrato programa destinado a regular a promoção da obra de construção da rampa para navios ro-ro e ferry e obras complementares para melhoria da operacionalidade e do abrigo no Porto das Pipas, Angra do Heroísmo, assim como a cooperação entre as partes no âmbito dessa promoção;
Considerando que o contrato programa anteriormente referido foi alterado em 14 de setembro de 2020;
