1 - Nos termos e ao abrigo do n.º 1 do artigo 44.º do Código do Procedimento Administrativo (CPA), aprovado pelo Decreto-Lei n.º 4/2015, de 7 de janeiro, e do n.º 2 do artigo 7.º do Decreto-Lei n.º 215/2012, de 28 de setembro, delego nos diretores de estabelecimento prisional identificados no n.º 2 do presente despacho as seguintes competências:
1.1 - No âmbito da gestão orçamental e de realização de despesas:
a) Aprovar a escolha do tipo de procedimento para aquisição de bens e serviços até ao limite de 5.000 euros por conta do orçamento de atividades e autorizar a realização da respetiva despesa, nos termos da alínea a) do n.º 1 do artigo 17.º do Decreto-Lei n.º 197/99, de 8 de junho, mantido em vigor pela alínea f) do n.º 1 do artigo 14.º do Decreto-Lei n.º 18/2008, de 29 de janeiro, de acordo com o Código dos Contratos Públicos, aprovado por este último diploma, na redação dada pelo Decreto-Lei n.º 111-B/2017, de 31 de agosto;
b) Autorizar a realização de despesas, urgentes e inadiáveis, por conta do fundo de maneio, mediante recurso ao procedimento adequado e observando as instruções vigentes nesta matéria;
c) Outorgar, no âmbito da competência para a realização de despesas conferida na alínea a), os contratos que devam ser reduzidos a escrito;
d) Movimentar as contas abertas em nome da Direção-Geral de Reinserção e Serviços Prisionais - estabelecimento prisional respetivo;
e) Autorizar as deslocações em serviço no território nacional, dos trabalhadores em exercício de funções na unidade orgânica, bem como o pagamento das respetivas ajudas de custo...
