Decreto n.º 87/82 de 13 de Julho A transferência da informação nas suas diferentes modalidades, sendo um importante factor de desenvolvimento do País, pressupõe a criação e a dinamização de infra-estruturas na área dos serviços de documentação, de biblioteca e de arquivo.
Perante a grande evolução das actividades profissionais nas últimas décadas neste domínio, torna-se indispensável planear uma formação adequada que permita, inclusive, alargar a capacidade de utilização dos sistemas de informação já existentes a nível mundial, sendo certo que o investimento que neste campo se fizer terá um poderoso efeito multiplicador.
Considera-se que as exigências de formação no domínio das ciências documentais só serão satisfeitas através de cursos a diferentes níveis, em vários graus de ensino.
Ora, actualmente só existe um curso, o de bibliotecário-arquivista, criado pelo Decreto-Lei n.º 26026, de 7 de Novembro de 1935, a funcionar na Faculdade de Letras da Universidade de Coimbra, e mesmo esse desde há muito se mostra desajustado das necessidades em recursos humanos dos organismos públicos e privados.
Prevê, por outro lado, o Decreto-Lei n.º 280/79, de 10 de Agosto, que estrutura as carreiras dos funcionários dos serviços de biblioteca, de arquivo e de documentação da administração central, que o acesso à carreira técnica superior está dependente não só da titularidade da licenciatura, mas também da aprovação em curso especializadoadequado.
Nesta perspectiva, e porque cabe à Universidade assegurar uma sólida e actualizada preparação aos técnicos e investigadores, cria-se agora o curso de especialização em Ciências Documentais na Faculdade de Letras da Universidade de Coimbra, extinguindo, em consequência, o já referido curso de bibliotecário-arquivista.
Permite-se igualmente que o curso seja ministrado nas universidades onde se reúnam as necessárias condições humanas e materiais, ponderadas as carências em pessoal qualificado nesta área.
Assim: O Governo decreta, nos termos da alínea g) do artigo 202.º da Constituição, o seguinte: ARTIGO 1.º (Curso de especialização em Ciências Documentais) 1 - É criado o curso de especialização em Ciências...
