Despacho conjunto n.º 127/2003. - Nos termos do artigo 3.º e do n.º 1, da alínea a) do n.º 6 e do n.º 7 do artigo 18.º da Lei n.º 49/99, de 22 de Junho, e ao abrigo do artigo 12.º do Decreto-Lei n.º 146/2000, de 18 de Julho, e do artigo 4.º do Decreto-Lei n.º 86/2001, de 17 de Março, é nomeado director do Gabinete para as Relações Internacionais, Europeias e de Cooperação, em comissão de serviço, o procurador-geral-adjunto Dr. José Manuel de Morais dos Santos Pais, director do Gabinete de Documentação e Direito Comparado, possuidor de reconhecida aptidão e experiência profissional adequada ao exercício das referidas funções. Curriculum vitae Nasceu na Lousã, em 12 de Junho de 1954 e licenciou-se em Direito, pela Faculdade de Direito da Universidade Clássica de Lisboa, em 1976. É casado e tem um filho.
Foi adjunto do Ministro da Comunicação Social (6.º Governo Provisório) e do Ministro da Justiça (1.º Governo Constitucional).
Ingressa na magistratura do Ministério Público em 1978.
Exerce funções enquanto director do Gabinete de Documentação e Direito Comparado (GDDC) desde Novembro de 1978.
É, actualmente, procurador-geral-adjunto.
No âmbito do GDDC coube-lhe designadamente acompanhar, desde 1978 até 2001, data da criação do Gabinete para as Relações Internacionais, Europeias e de Cooperação (GRIEC) do Ministério da Justiça, a actividade desenvolvida pelos seguintes organismos internacionais: Conselho da Europa, Nações Unidas, União Europeia, Conferência de Haia de Direito Internacional Privado e Unidroit.
Algumas das suas principais áreas de preocupação, durante o referido período, envolveram: Preparação da participação do Ministério da Justiça nos congressos de prevenção criminal e nas reuniões da Comissão de Prevenção do Crime das Nações Unidas; Colaboração com o Ministério dos Negócios Estrangeiros em matéria de protecção internacional de direitos humanos (através da participação do GDDC em reuniões no seio das Nações Unidas e do Conselho da...
