Aviso n.º 376/2005 Por ordem superior se torna público que a Roménia depositou junto do Secretário-Geral do Conselho da Europa, em 16 de Julho de 2003, o seu instrumento de ratificação à Convenção Quadro Europeia para a Cooperação Transfronteira entre as Comunidades ou Autoridades Territoriais, aberta para assinatura, em Madrid, em 21 de Maio de 1980, com as seguintes declarações: 'Romania states that the enforcement of the Outline Convention, mentioned in article 1, is subordinated to concluding interstate agreements, and that the area of enforcing the provisions related to the transfrontier co-operation is strictly limited to the territory of the border counties.

In accordance with the provisions of article 2, paragraph 2, of the Outline Convention, Romania declares that the stipulations of the Outline Convention are to be applied to communities and, respectively, territorial authorities designated to exercise regional competences, which, according to the legislation in force, are counties, and county councils, as well as to communities, and territorial authorities with competence in the field of exercising local functions, which are, according to the legislation in force, communes and towns, as well as their local councils from the border counties.'
