MINISTÉRIO DA EDUCAÇÃO Portaria n.º 98/2011 de 9 de Março A reorientação de escolas de educação especial para a modalidade de centros de recursos é hoje uma tendência geral na Europa.
A Agência Europeia para o Desenvolvi- mento da Educação Especial refere que quase todos os paí- ses já criaram ou estão a criar uma rede nacional de centros de recursos, por reconversão das escolas especiais.
Esta é também uma das recomendações da Declaração de Salamanca, da UNESCO, em que se apela especifica- mente às organizações não governamentais que fortaleçam a sua colaboração com as entidades oficiais e que inten- sifiquem o seu crescente envolvimento no planeamento, implementação e avaliação das respostas inclusivas às necessidades educativas especiais.
Com efeito, as escolas especiais da rede solidária têm vindo a admitir significativamente menos alunos e a privilegiar, cada vez mais, e com sucesso assinalável, o desenvolvimento de actividades de apoio às escolas públicas com alunos com necessidades especiais, no âmbito das áreas curriculares específicas, das terapias e da transição para a vida activa.
As referidas escolas especiais estão, assim, em Portu- gal, a acompanhar o movimento de muitos países europeus, definindo -se cada vez mais como centros de recursos de apoio à inclusão (CRI), com financiamento do Ministério da Educa- ção, contribuindo, desta forma, para uma oferta de educação especial organizada num continuum de respostas educativas.
Os resultados da avaliação do trabalho realizado pelas instituições, a operar na modalidade CRI, permitem concluir que estas se poderão constituir como um recurso valioso em prol do desenvolvimento de uma educação inclusiva complementando o trabalho das escolas de ensino regular.
Esta medida de política educativa vem respondendo progressivamente a um conjunto de preocupações e aspi- rações expressas, nos últimos anos, por famílias, escolas e professores, revelando, em última instância, o amadu- recimento do próprio sistema.
