O sistema de incentivos financeiros à produção de energia a partir de fontes renováveis da Região Autónoma dos Açores (RAA), designado por PROENERGIA, aprovado pelo Decreto Legislativo Regional n.º 5/2010/A, de 23 de fevereiro, na sua redação atual, constitui-se como pilar essencial para a prossecução da transição energética na Região, através do aumento da eficiência energética dos edifícios, com o objetivo de se efetivar uma redução do consumo de energia produzida a partir de combustíveis fósseis, diminuindo a dependência energética face ao exterior.
O Decreto Legislativo Regional n.º 12/2023/A, de 4 de abril, que procedeu à terceira alteração do Decreto Legislativo Regional n.º 5/2010/A, de 23 de fevereiro, visou estabelecer que os sistemas de armazenamento adquiridos e instalados para complementar sistemas fotovoltaicos incentivados no âmbito do Plano de Recuperação e Resiliência (PRR), nos termos do Decreto Legislativo Regional n.º 12/2022/A, de 25 de maio, passe a ser financiado pelo plano REPowerEU.
Com a referida alteração, pretendeu-se reforçar a soberania energética de Portugal e acelerar a descarbonização da sua economia, através da concretização dos objetivos do investimento C21-i10-RAA do PRR, designadamente o aumento da capacidade de armazenamento de energia elétrica para autoconsumo em 8,75 MW, por via da aquisição e instalação de sistemas de armazenamento de energia elétrica, tendo sempre como objetivo final apoiar as ambições de Portugal em termos de independência energética e transição ecológica, no contexto das novas situações geopolíticas e do mercado da energia.
