Por ordem superior se torna público ter a Costa Rica efectuado, junto do Secretário -Geral da Organizaçáo das Naçóes Unidas, em 27 de Fevereiro de 2002, uma declaraçáo ao abrigo dos artigos 21. e 22. da Convençáo contra a Tortura e Outras Penas ou Tratamentos Cruéis, Desumanos ou Degradantes, adoptada pela Assembleia Geral das Naçóes Unidas em 17 de Dezembro de 1984.

Traduçáo (original espanhol)

[...] the Republic of Costa Rica, with view to strength ening the international instruments in this field and in accordance with full respect for human rights, the essence of Costa Rica's foreign policy, recognizes,

unconditionally and during the period of validity of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, the competence of the Committee to receive and consider communications to the effect that a State Party claims that another State Party is not fulfilling its obligations under the Convention.

Furthermore, the Republic of Costa Rica recognizes, unconditionally and during the period of validity of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, the competence of the Committee to receive and consider communications from or on behalf of individuals subject to its jurisdiction who claim to be victims of a violation by a State Party of the provisions of the Convention.

The foregoing is in accordance with articles 21 and 22 of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, adopted by the United Nations General Assembly on 10 December 1984.
