O processo de alienação das participações sociais do grupo Caixa Geral de Depósitos em entidades seguradoras como a Fidelidade, a Multicare e a Cares foi aprovado pelo Decreto-Lei n.º 80/2013, de 13 de Junho.
O modelo de base desta privatização consiste na venda direta a investidores de referência, nacionais ou estrangeiros, ou a um ou mais adquirentes intercalares com sujeição ao encargo de estes alienarem àquelas entidades, sendo que, no caso da Fidelidade, será ainda feita uma Oferta Pública de Venda aos trabalhadores até um máximo de 5% do capital social da empresa.
