Já era um erro não aproveitar-se as normas que permitiam o Representante da República, em representação da República, lutar pelos açorianos da organização do Estado na Região.28 Agora, com a expurgação destas normas, o erro ainda é maior.
A propósito da eleição do próximo Presidente da República escrevemos algumas notas sobre a evolução do cargo de Ministro da República para as Regiões Autónomas que agora se designa de Representante da República (página 34). Nessas notas deixámos claro que se perderam algumas coisas importantes no cargo - a maioria delas invisíveis à comunidade e ao sistema porque feitas no âmbito estritamente político e que a comunicação social naturalmente pela sua própria natureza não transmite, nem há estudos políticos, para além dos estudos jurídicos, sobre essa evolução que, como dissemos, está por demonstrar a diferença entre a realidade e a norma legal.
De entre um dos aspectos importantes está o papel que o Representante da República pode ter na organização estadual situada nas regiões autónomas. Se as normas anteriormente previam certa actuação que na prática não correspondia à realidade é uma coisa; outra bem diversa é liquidar a norma e, por conseguinte, fazendo desaparecer uma possibilidade de trabalhar numa área fundamental - que sendo esquecida, esquecida está uma parte do sistema autonómico.
A Administração Pública nos Açores possui duas realidades bem distintas: aquela que é própria da Região, isto é, os serviços regionais; e outra que é a do Estado, como sejam os tribunais, o Ministério Público, as forças de segurança pública e de justiça, os serviços de fronteiras, a Universidade dos Açores, os serviços fiscais, os serviços de reinserção social e tantos outros serviços, incluindo os do Representante da República.
Temos, portanto, funcionários regionais e funcionários estaduais, os primeiros da organização administrativa da pessoa colectiva pública Região Autónoma, os segundos da pessoa colectiva pública Estado. Uns e outros têm em comum serem funcionários açorianos, ou por terem nascido nos Açores ou por terem optado por viver no arquipélago.
São, sem reservas, todos eles, açorianos e são, também sem reservas, funcionários públicos açorianos, embora de pessoas colectivas públicas e serviços públicos diferentes.
